Ukraine Says Deep Strikes Wrecked Over Half of Russia’s Oil-Refining Capacity

Ukraine’s Defense Ministry says long-range strikes have disabled more than 51% of Russia’s oil-refining capacity, citing intelligence, General Staff, and ministry assessments. Defense Minister Yevhenii Khmara called the damage a serious blow to Russia’s economy, military supply lines, and ability to sustain its war. Recent targets reportedly included refineries in Moscow, Yaroslavl, Perm, Ilsky, Saratov, and Syzran, plus facilities at Ust-Luga. Kyiv says production and procurement of long-range strike drones have tripled this year as attacks continue deep inside Russia.
