The investigation began in May 2025 when a hospital reported that the couple's two-month-old infant had suffered a traumatic brain injury—the result of a nanny violently shaking the baby . When police arrived at the home, they found fifteen children ranging in age from two months to thirteen years, most between one and three years old. Another six children were located elsewhere. In total, authorities say the couple had at least twenty-one children, almost all born through surrogate mothers .
What investigators found inside the home, District Attorney Nathan Hochman described as a "house of horrors." The couple had set up three rooms they called "learning centers," where children spent hours each day sitting at desks under the supervision of nannies. One nanny, Chunmei Li, was charged in July with assault likely to cause death in connection with the infant's injuries, but she has not been arrested and is believed to have fled to China .
Prosecutors also allege the couple misled surrogates around the country. At least eight women came forward to say they were aggressively pursued by the couple to serve as surrogates and were given misleading or incomplete information about the family's situation. In one instance, Zhang represented herself as a single mother to conceive another surrogate. In another, the couple concealed from a surrogate until she was seven months pregnant that they already had sixteen other children .
Xuan's attorney, Mitchell Krems, has said his client's goal was to raise children who become productive adults. "Some who are wealthy might spend on jewelry or cars, but he is actually spending his resources to help his children become educated," Krems said .
All the children have been removed from the couple's custody. The investigation into their parentage and the full scope of the alleged abuse continues.
