Beneath Riyadh’s Digital Lights, Nations Search for a Shared Language for Responsible Artificial Intelligence

In Riyadh, the future of artificial intelligence was discussed not only through the language of technology, but also through the quieter vocabulary of responsibility, trust and human oversight. From September 14 to 17, the Saudi capital became the setting for an international conversation about how increasingly powerful AI systems should be developed and governed.

The fourth UNESCO Global Forum on the Ethics of Artificial Intelligence was co-hosted by UNESCO and Saudi Arabia, represented by the Saudi Data and AI Authority and the International Centre for AI Research and Ethics. The forum was held under the theme “Transforming Global Cooperation for Ethical AI Governance.”

Saudi Arabia was the first Arab country to host the UNESCO forum. The gathering brought together representatives from governments, research institutions, civil society, technology organizations and other international stakeholders to examine questions surrounding AI ethics and governance.

UNESCO said the forum serves as a platform for advancing implementation of its Recommendation on the Ethics of Artificial Intelligence across its member states. The framework places attention on areas including human rights, transparency, accountability and responsible technological development.

The discussions arrive at a moment when artificial intelligence is moving quickly from specialized research environments into ordinary economic and social activity. AI systems are being incorporated into healthcare, education, financial services, industry and public-sector operations, creating new opportunities while also raising questions about how decisions made with automated systems should be supervised.

During the forum, Saudi Data and AI Authority President Abdullah bin Sharaf Alghamdi called for governments, researchers, civil society, young people and local communities to work together on AI development. He emphasized international cooperation and the need to translate shared principles into practical governance.

The Riyadh forum also reflected Saudi Arabia’s broader effort to develop an AI ecosystem while placing greater attention on ethics and governance. Arab News reported that the country is increasingly seeking to address not only AI development itself, but also how the technology can be used responsibly in ways intended to serve society.

That distinction is becoming increasingly important as AI capabilities expand. Developing a powerful system and developing a system that can be trusted are related, but they are not identical tasks. The second requires institutions, standards, oversight mechanisms and people capable of understanding both the benefits and limitations of the technology.

The Riyadh gathering therefore became part of a much broader international discussion. AI does not stop at national borders, and neither do its data flows, commercial applications or potential consequences. The search for common principles consequently continues across governments, companies, universities and international organizations.

As the forum closed, the larger question remained open: how can technological progress move quickly without leaving responsibility behind? Riyadh’s four-day gathering did not provide a single answer, but it placed that question firmly within the global conversation surrounding the next generation of artificial intelligence.
