When the Check’s Cashed Out — DOT Waives Last $11M Fine for Southwest’s 2022 Meltdown

The U.S. Department of Transportation has waived the final $11 million payment of a $140 million penalty imposed on Southwest Airlines after the 2022 holiday meltdown. When the Check’s Cashed Out — DOT Waives Last $11M Fine for Southwest’s 2022 Meltdown

Under the ebb and flow of airline travel, the memory of the chaotic December 2022 holiday meltdown had long cast a shadow over one of America’s biggest carriers. For thousands of travelers stranded in airports, came cancellations, confusion and long, uncertain nights. Now, nearly three years later, the purse strings are loosening — the government has decided to forfeit the last payment of a once‑record fine, signalling an unexpected turn in what had seemed settled.

In 2023, the DOT fined Southwest Airlines $140 million after a catastrophic winter storm forced the airline to cancel nearly 17,000 flights, stranding more than 2 million passengers over the 2022 holiday season. The penalty — the largest ever imposed on a U.S. airline for consumer‑protection violations — included a $35 million payment to the U.S. Treasury plus requirements to compensate affected travelers and create a fund for future delays or cancellations.

Southwest already paid $24 million toward the Treasury portion of the fine (in installments in 2024 and 2025). On Friday, DOT issued an order waiving the final $11 million payment — originally due by January 31, 2026.

According to DOT, the waiver reflects the airline’s significant investments in improving on‑time performance and infrastructure. The agency said it now believes that incentivizing operational improvement — rather than collecting the money — serves the public interest more effectively.

The 2022 crisis was more than a weather‑related disruption: the airline’s crew‑rescheduling system collapsed under pressure, spreading chaos from major hubs like Denver and Chicago to destinations nationwide. Many passengers found themselves stuck overnight with no clear path home, while others struggled to reach customer service amid busy signals and long hold times.

In a statement, Southwest expressed gratitude, citing what it described as a company-wide “operational turnaround” with improved flight reliability and on‑time performance.

Whether the waiver will satisfy travelers who endured the 2022 meltdown remains to be seen. For many, the chaos they experienced — long delays, cancellations, lost time — may not be forgotten. Still, the decision marks a shift: from punitive enforcement toward rewarding remediation, and from a one-time penalty toward ongoing accountability through improved service.
