Under the announced scheme, surplus, newly banned and illegal firearms will be purchased from owners — with states and territories handling collection and compensation, and the Australian Federal Police tasked with destroying surrendered weapons.

“This national buyback scheme will help get guns off our streets, and help keep all Australians safe,” Albanese said, emphasising that there are now more than four million firearms in circulation nationwide — more than at the time of the Port Arthur reforms. The government proposes that new legislation to fund and enable the program be introduced without delay, with costs shared between the federal and state governments.

The announcement also sits alongside broader changes: moves to cap the number of guns an individual can own, tighten licensing rules — including making Australian citizenship a condition of gun ownership — and accelerate development of a national firearms registry. These proposals reflect a wider effort to temper access to weapons and close legal loopholes highlighted by the Bondi attackers, one of whom legally possessed six guns.

For many Australians, the scheme represents both continuity and evolution. Continuity in the sense that the nation’s experience with gun reform after Port Arthur left an enduring imprint on public policy, and evolution in recognising that new challenges — including terrorism and extremist violence — require fresh policy responses. Mourners and communities have balanced remembrance of the victims with deep reflection on public safety, even as flags fly at half-mast and national moments of silence are observed.

Yet, not all reactions are uniform. Some voices question whether broad buyback programs address the deeper roots of extremism and violence, suggesting that intelligence, social cohesion, and community support are equally vital pieces of the puzzle. The debate underscores a broader tension in democracies everywhere: how best to honour life and prevent future tragedy without oversimplifying complex causes. In Australia’s case, the buyback initiative marks a bold chapter in that ongoing discussion — one shaped by sorrow but driven by a desire to protect communities and preserve the peace that many have long treasured.
