They were told there would be an office; the RCMP said otherwise

Halifax councillors and the police board were surprised to learn the RCMP will not open a promised satellite office in Fall River and will instead pilot a Timberlea location, despite prior community commitments.

They were told there would be an office; the RCMP said otherwise

There is a particular kind of disappointment that arrives not with anger but with confusion, the feeling of having agreed to one thing and discovering, months later, that the agreement has quietly become something else. For the Halifax Board of Police Commissioners and the councillors who represent the communities affected, that feeling settled in during a meeting on Monday, when RCMP representatives explained that the satellite offices the municipality had approved and funded would not be built as promised.

The plan had been straightforward enough. Last year, two teams of six officers each were hired for Fall River and the Beechville, Lakeside, Timberlea area, pitched as community policing offices designed to improve visibility and response times in growing areas . The model was based on the success of the North Preston community policing office. Halifax spent about $2 million on the two teams . Then, at Monday's meeting, RCMP said they could not financially support a physical office in Fall River, and that Timberlea would proceed as a "pilot" instead .

Board chair Greg O'Malley said he was both surprised and disappointed. "It is in complete misalignment with every other message that we received from Halifax RCMP," he said, noting that multiple reports—including from the Mass Casualty Commission and a provincial policing review—have emphasized community policing as the ideal model . The word "pilot," he said, had never been used to describe either office until that meeting.

Meaghan Stewart, director of administration and personnel for Nova Scotia RCMP headquarters, explained that the decision was made internally. She cited a new provincial billing model and improved technology that allows officers to work from their cars in specific areas while still delivering community policing . Under the new billing model, Halifax is estimated to pay about $42.4 million for the RCMP this fiscal year, compared to $44.7 million under the old formula, leaving about $2 million that must be reinvested in public safety projects outside traditional policing .

For Coun. Cathy Deagle Gammon, whose district includes Fall River, the explanation does not address what residents were promised. She attended the meeting and said her community was clear about wanting an accessible RCMP presence with office hours. "It goes to their reputation as well," she said. "When they come to council I will be asking them to explain themselves, and to come up with a solution that brings us back to the original commitment that was made to my community" .

There is a broader tension here that extends beyond Fall River and Timberlea. The RCMP is not requesting new officers or investments for the upcoming 2027-28 budget, a decision some board members found concerning given steady population growth in the suburban and rural areas the Mounties police . The board will make final recommendations to regional council on both the RCMP and Halifax Regional Police budgets later this month. Residents can respond at a virtual meeting on Wednesday .

The RCMP's Halifax detachment has said that proactive policing numbers are going up and Criminal Code calls for service are going down in all three communities . That may be true. But the board and councillors are not measuring success only in statistics. They are measuring it in the presence of an officer behind a desk in a community that was told it would have one, and in the trust that such a presence builds. That trust, once cracked, is not easily repaired with a pilot project or a squad car parked on a street.
