The Plan Was to Kill Jewish People, and the Law Responded

In the quiet proceedings of an Ottawa courtroom, where the law must speak to acts that threaten the safety of communities, a judge delivered a verdict this week that carries the weight of a plot stopped before it could be carried out. The case involved a young person, barely old enough to drive, accused of conspiring to kill Jewish people in the nation’s capital.

Ontario Superior Court Justice Kerry McVey found the youth guilty of two terrorism-related charges: conspiracy to commit murder through involvement with a terrorist group, and facilitating terrorist activity by seeking to acquire a prohibited firearm . The youth, who cannot be legally identified due to his age, was found not guilty of a third charge—facilitating terrorist activity by making instructional material and propaganda available .

The trial began in April, a day after his co-accused—also a young person—was found guilty on four charges . McVey concluded that the youth conspired with his co-accused and another individual who was not charged in a plan to kill innocent people . The Ottawa resident was 15 when he was arrested in February 2024 .

In her ruling, McVey said she was satisfied that the teen had joined a conspiracy, and that his discussions about obtaining a firearm were sincere. “I find nothing in [the teen’s] communications that reasonably suggests he was anything other than serious,” she said . On the third charge, the judge said she was not convinced beyond a reasonable doubt that the teen knew the person he was sending “unquestionably disturbing” material to was contemplating a terrorist attack. “The issue before me is not whether the content was offensive, alarming, or extremist in nature,” she said. “The question is whether the Crown has established beyond a reasonable doubt that [the teen] transmitted it for the purpose of assisting a terrorist activity” .

The Crown told the court it will be seeking an adult sentence . Neither teen’s name can be published due to a routine ban preventing the identities of charged youths from becoming public . The case remains before the courts as sentencing proceedings begin.
