A 37-year-old man of no fixed address was arrested nearby and later charged with seven offences, including causing serious injury, stalking, assault with a weapon, and committing an indictable offence while on bail .

The woman was treated by paramedics before being taken to hospital with non-life-threatening injuries . She had been travelling with her small dog, a Chihuahua, which was with her as she received treatment .

Witnesses described the scene as "chaos." Celeste Hall, watching from her office, said: "What's going on in Melbourne? Why are people doing that? It's scary for kids, too. I've got two kids, they catch the tram to school" . Liz Oxenbury told The Herald Sun the victim "looked distraught. It was pretty traumatic" .

Police have said the man and woman were not known to each other, and they are not searching for other offenders . The man is due to appear before Melbourne Magistrates' Court.
