An East Stroudsburg University police officer has been jailed after being charged in separate alleged assaults involving two children while off duty. Joseph Gallagher, 40, faces 22 charges, including felony rape involving a girl under 12 and aggravated indecent assault in a case involving a boy under 6. Police allege the children knew Gallagher. A judge denied bail, citing community safety concerns. The university placed him on leave. Gallagher is due in court for a preliminary hearing in October 2026.
