The European Commission published accession roadmaps for Ukraine and Moldova on November 4, setting out reform milestones and projected timelines. The plans show Moldova advancing faster: it could provisionally close 24 negotiating chapters in 2027, while Ukraine could close seven. Moldova aims to complete negotiations by early 2028, which the Commission calls ambitious but achievable; Ukraine’s goal is the end of 2028, but Brussels says Kyiv must accelerate reforms. Neither roadmap guarantees membership, which requires further negotiations and approval from every EU member state.
