Masked Settlers, European Diplomats, and the Question of Protection

There is a particular unease that follows an attack on diplomats—a violation not merely of persons but of the conventions that allow nations to speak to one another across contested ground. In the West Bank, that unease has deepened after masked settlers surrounded and assaulted a European delegation during the olive harvest, and the European Union has responded with a demand that is as simple as it is difficult to enforce: accountability.

The attack occurred on Saturday near the village of Taybeh, east of Ramallah, as a delegation of European diplomats was departing. The group included the Belgian consul general, French and Polish diplomats, and the mayor of a French town . Masked settlers armed with clubs surrounded the diplomatic vehicles, demanded identification, and smashed the window of a Belgian consular vehicle . The diplomats were visiting during the olive harvest season, a period when settler violence against Palestinians typically intensifies .

EU High Representative Kaja Kallas issued a statement on Sunday condemning the attack "strongly" and demanding "full accountability as well as effective measures to prevent continued acts of violence and violent harassment against Palestinians, including during the ongoing olive harvest season, as well as against journalists" . The EU also urged Israeli authorities to comply fully with international humanitarian and human rights law and to halt settlement expansion .

The Israeli military and Foreign Minister Gideon Sa'ar condemned the attack, but Prime Minister Benjamin Netanyahu suggested there was a lack of "compelling evidence" and appeared to imply the incident was part of a "coordinated smear campaign" . As of Sunday afternoon, no arrests had been made . Israeli army radio reported that troops and police arrived at the scene three hours after receiving the delegation's location and footage of the incident, which had been sent within minutes .

Belgian Foreign Minister Maxime Prévot condemned the attacks "in the strongest terms," noting that a French mayor was assaulted and a Belgian vehicle damaged . Canada joined the condemnation, with Foreign Minister Anita Anand calling the attack "part of a broader pattern of settler violence that threatens Palestinian communities and weakens efforts toward peace" . The French Foreign Ministry demanded that Israel arrest those responsible and "take all necessary measures to put an end to these acts of terrorism" .

The context of the attack matters. Settler violence against Palestinians in the West Bank has intensified during the olive harvest, which began earlier this month—a season when farmers are most vulnerable and most visible . The attack on diplomats came less than a day after settlers assaulted and injured a Washington Post photojournalist, Heidi Levine . The pattern suggests not isolated incidents but a climate in which violence against those who witness or report on it is tolerated, if not encouraged.

The EU's demand for accountability now rests with Israeli authorities, who have promised an investigation but made no arrests. For the diplomats who were attacked, the question is whether the protections that are supposed to accompany their status will be honored. For the Palestinians in Taybeh and across the West Bank, the question is older and more urgent: whether the olive harvest, a ritual of sustenance and continuity, can be conducted without fear.
