Land Registry Cyberattack Exposes Holes in Romania’s Digital Defences

Romania’s National Agency for Cadastre and Land Registration (ANCPI) suffered a major cyberattack that disrupted its e-Terra land registry and cadastral services, bringing property transactions across the country to a standstill for nearly a week. The agency says its core legal and technical records were not compromised, but investigators reported exploitation of known software vulnerabilities and previously leaked credentials. ANCPI began migrating applications to the government cloud and kept affected systems isolated while teams restored services in stages. A threat actor using the name ByteToBreach claimed responsibility and offered data online.
