Khartia Says Russian Forces Shelled Civilians During Withdrawal from Kupiansk

Ukrainian forces say Russian troops led civilians in Kupiansk toward the Shebelinka–Ostrogozhsk gas pipeline and shelled them as they moved. The group reportedly included two women, a child and several men. Ukraine’s 2nd Khartia Corps said drone footage showed civilian casualties and that Ukrainian troops did not fire. The military assessed that the shelling came from the eastern bank of the Oskil River, where Russian forces are positioned. It called the incident a possible war crime and said evidence would be submitted for investigation.
