Kaohsiung, Taiwan— Fire ripped through a five-story apartment building in Kaohsiung's Sanmin District just after 4:30 a.m. on October 18, killing three elderly residents trapped inside and forcing more than two dozen others into the street in their sleepwear.
The building on Jianguo Road is old. The corridors are tight. Firefighters arrived within six minutes but their trucks could not get close. Neighbors were already shouting. Smoke was pouring from the third and fourth floors.
City fire bureau officials said the fire started in a unit on the third floor where three residents, all in their 70s and 80s, were found unresponsive. Two were pronounced dead at the scene. A third died en route to Kaohsiung Medical University Hospital. The cause is not confirmed.
"We broke two doors to get in. Visibility was zero," one firefighter told reporters at the scene. "The interior was cluttered, the smoke was heavy, and the heat had already sealed the hallway."
Residents described a building that had worried them for years. Extension cords. Stacked storage. No sprinkler system. One woman on the fourth floor said she woke to the smell and tried to run, but the stairwell was already black. She was pulled out through a window by a crew ladder.
Kaohsiung Fire Bureau deployed 19 vehicles and 47 personnel. They contained the blaze by 5:22 a.m., but not before it gutted two apartments and left the upper floors uninhabitable. Three other residents were treated for smoke inhalation. A firefighter suffered minor burns.
Investigators are now focused on wiring and an overloaded power strip reported by family members. The city has ordered a structural check of the building and an audit of similar walk-ups built before 1995. Those buildings make up a third of the district's housing stock.
This is not new for Kaohsiung. The city has faced repeated scrutiny after fatal fires in aging residential blocks, where enforcement lags and landlords subdivide units without permits. A city councilor who arrived at the scene said records show two prior safety complaints for this address since 2023.
For the families who lived there, there is nowhere to return tonight. The power is cut. The hallway is soaked. Officials have taped off the entrance and posted a guard while forensic teams work inside.
