Iranian negotiators left Doha on Sunday after discussions with Qatari mediators aimed at ending the war with the United States, an official briefed on the talks said Monday. A draft proposal is circulating, and another meeting may follow; the departure was not caused by difficulties in negotiations, the official said. Tehran says discussions are based on its seven-step plan to reopen the Strait of Hormuz and end the U.S. naval blockade. Iranian officials say the blockade must end before an agreement.
