Hong Kong Chief Executive John Lee apologized for the Tai Po apartment fire that killed 168 people last November, after an independent inquiry found serious government failings. The judge-led report said safety complaints had fallen “into a vacuum,” with no department taking effective responsibility. It also described widespread bid rigging and unsafe construction practices at the renovation site. Lee pledged reforms to building regulation and announced Housing Secretary Winnie Ho’s resignation. The government will investigate officials’ accountability, while proposed new laws would criminalize construction-sector bid rigging.
