From Rabat to Paris: When Morocco's Digital Journey Received Recognition on the African Stage

In a city that has become one of the world's idea hubs, an award in early September brought Morocco's name into the conversation about the future of African technology. It is not just about a trophy, but about the direction being built from Rabat towards an ever-expanding digital space.

Morocco's Minister of Digital Transition and Administrative Reform, Amal El Fallah Seghrouchni, received the African Excellence Award in the category of "Artificial Intelligence, Digital Sovereignty and Public Innovation" at the Africa Next Awards 2026 in Paris. The award was presented on September 3, 2026.

This recognition relates to Morocco's efforts in promoting digital transformation, modernizing public administration, developing artificial intelligence, and strengthening digital sovereignty. The Moroccan government places these various agendas as part of a broader change in how administration works and delivers services.

Behind the term digital sovereignty lies an increasingly important issue in the modern economy: who controls data, computing infrastructure, digital systems, and the ability to develop technology independently. For many countries, this question now runs parallel to the need to remain open to international cooperation.

Morocco is trying to build that balance through various programs. One of them is "AI Made in Morocco," aimed at bringing together public institutions, universities, researchers, companies, and startups in developing AI solutions that meet national needs.

The government is also developing the JAZARI Institutes network and aims to train 100,000 digital talents annually by 2030. At the same time, strengthening digital infrastructure, computing capabilities, cloud, and data management is placed as an important part of that ecosystem.

This direction shows that technology development is not just about software or AI models. There are people who need to be trained, infrastructure that needs to be prepared, data that needs to be managed, and institutions that must be able to quickly understand technological changes.

This agenda also has a regional dimension. Morocco appointed the Digital for Sustainable Development or D4SD Morocco Hub, built in collaboration with the United Nations Development Programme, as one of the means to support digital transformation and capacity strengthening in African and Arab countries.

Thus, the award in Paris can be seen as a point in a long journey. On one hand, it provides recognition of the policy direction being taken. On the other hand, the greater work lies after the award stage ends: ensuring that technology truly becomes part of public services, economic capabilities, and community life.
