The European Union is preparing a broad new sanctions package targeting Russia’s economy, diplomatic networks, and shadow fleet, EU officials said. Proposed measures include restrictions on additional banks and vessels, tighter controls on sanctions evasion, and limits on Russian diplomats’ movement within the Schengen Area. The bloc is also considering banning former Russian combatants from entering the EU and revising tourist-visa rules. The proposals still require member-state approval, with several governments raising concerns about implementation and scope and legal consequences.
