Concrete Cracks, Falls: Balcony Collapse at Arnhem Apartment Complex Injures Two, Sparks Structural Safety Fears

Arnhem, Netherlands— Two occupants were hospitalized after a structural balcony collapse at an apartment complex in Arnhem on October 22, 2026.

The collapse happened at 2:15 p.m. on the third floor of a 1970s gallery flat in the Presikhaaf district. Two residents were standing on the balcony when the concrete slab detached from its anchor plates and fell. They dropped about eight meters onto a lower balcony and then to the grass below.

Neighbors heard a loud crack, then screaming. The balcony, about six square meters, hung at an angle for seconds before breaking away completely. Dust and concrete chunks scattered. The metal railing bent outward.

Fire brigade and ambulance arrived in seven minutes. They found a man and a woman, both in their 30s, conscious but with severe injuries. One had a broken leg and back injuries. The other had a fractured arm and head wound. Both were taken to Rijnstate Hospital.

“The balcony just went. No warning. One moment they were drinking coffee, next they were on the ground,” said a neighbor on the second floor. “We have complained about cracks for years.”

The housing association evacuated the entire stairwell, 18 apartments, as a precaution. Structural engineers inspected other balconies with hammers and found rusted reinforcement and cracked concrete on at least three more. Residents were told not to use their balconies.

The complex was built in 1972 and underwent partial renovation in 2018, but balconies were not replaced, only repainted. A maintenance report from 2021 noted “surface cracks and moisture ingress” but rated the structure as sufficient. That report is now part of the investigation.

The municipality ordered an emergency inspection of similar gallery flats in Arnhem built in the same period. The housing association said, “We are shocked. Safety is priority. We will support the victims and check all our properties.”

Police have sealed the collapsed balcony debris for analysis. The building remains closed until engineers declare it safe.
