At the Centers for Disease Control and Prevention (CDC), many federal staff members now find themselves caught in such a wave, repeatedly buffeted by layoffs, reinstatements and an ever‑changing mandate. For staff like one employee who was fired and rehired three times in a single year, the experience reads like a paradoxical loop: notice of termination delivered suddenly, later rescinded, then a return invitation — then perhaps another round of notice. As reported, the agency issued reduction‑in‑force (RIF) notices affecting some 1,300 staff, then reversed many of them after courts and unions intervened. The disruption is substantial: divisions central to maternal health, chronic disease prevention and internal oversight were among those affected.
The ripple effects span far beyond the individual employee sitting at home wondering if their email access will work again tomorrow. At the structural level, teams mandated by law to monitor crucial public‐health functions found themselves shuttered or dismantled. The ethics office, institutional review boards and library staff at the CDC were reportedly included among those impacted. The human faces of this are people who once showed up each day to guard against outbreaks or track chronic illness trends — now wondering whether their phones will ring.
It is worth noting that the agency has attempted remedy measures: by June the U.S. Department of Health and Human Services (HHS) announced the reinstatement of over 450 CDC employees who had been terminated in April, representing roughly 20 % of the total RIF at that time. Still, “reinstatement” does not erase the cost: for the employees it means weeks or months of limbo, without clarity on job status, benefits, or the mental/workload toll of uncertainty.
