Prime Minister Mark Carney said Canada is working toward becoming an “associate member” of the European Union during a summit in Montreal. European Commission President Ursula von der Leyen has promoted the idea as a way to deepen cooperation, but the status does not currently exist. Some EU countries, including Germany, have questioned the label, while officials from both sides support closer collaboration on trade, security, research and other shared priorities.
