The measure also illustrates the changing relationship between technology companies and public institutions. Digital platforms began primarily as places where buyers and sellers met; increasingly, they are becoming part of systems involving payments, financial reporting and regulatory compliance.

Indonesia's e-commerce industry association has said marketplaces have been preparing systems to support the collection process when it begins. That preparation is important because millions of transactions can pass through major platforms over relatively short periods.

The November schedule therefore represents another stage in the country's attempt to bring its rapidly expanding digital marketplace into a clearer financial framework. The implementation date is set for November 1, giving platforms and sellers additional time to prepare for the new system.
