India is signaling it will not adopt a comprehensive cryptocurrency framework, but will instead maintain partial oversight, a government document shows. The document warns that fully legitimizing cryptocurrencies through regulation may invite systemic financial risks, according to *Indian Express*.

The Reserve Bank of India (RBI), also noted by *Indian Express*, holds that procedural regulation would be insufficient to control the volatility and interconnected risks intrinsic to crypto assets. The document suggests that giving digital assets legal standing could push them into becoming a parallel financial system.

Further, the report highlights that widespread use of stablecoins, especially those pegged to the U.S. dollar, poses an additional threat. The government warns that stablecoins might erode the integrity of India’s national payments infrastructure—particularly its Unified Payments Interface (UPI)—and could fragment digital payments if not tightly regulated.

Yet, India is also cautious about banning crypto altogether, recognizing that peer-to-peer transactions and decentralized exchanges could continue outside formal oversight. Thus, the current approach blends deterrence—via strict taxation and registration rules—with selective monitoring.

What India chooses reflects more than financial strategy—it reflects trust in institutions. The question now is whether partial oversight can balance innovation and risk, or whether it becomes a shadow zone where technology races ahead of regulation.
