He has been serving that sentence at Collins Bay, a multi-level security federal institution, where he was classified to the minimum-security unit. The circumstances of his departure—described by authorities as a breach of statutory release—remain under investigation .

Police describe Jenkins as white, five feet nine inches tall, approximately 255 pounds, with brown eyes and a shaved head. He was last seen wearing jeans, a light green jacket, and rubber boots . The description is precise, methodical—the language of a system attempting to reduce a human being to a set of identifying features, to make him findable. And yet, the man himself is absent.
