Zelenskyy Says Ukraine Will Intensify Strikes on Russian Oil Refineries

President Volodymyr Zelenskyy says Ukraine will intensify attacks on Russian oil refineries in response to Moscow’s expanding air campaign against cities and infrastructure. He said Ukrainian intelligence had obtained documents pointing to a Russian policy of striking roads, schools, hospitals, logistics, and energy systems to pressure civilians into leaving. Zelenskyy said Kyiv would target facilities that finance Russia’s war, but would avoid indiscriminate attacks on civilian sites. The Kremlin did not immediately respond to his accusations at the time.
