There is a very Paris way to solve a problem: instead of surrendering to austerity, turn it into culture. Turn a constraint into a curated moment. Make even bureaucracy feel like a narrative. The city is saturated, the ground is finite, and yet the city wants to keep telling its story — even into the soil.
So Paris is launching a lottery.
Not for an apartment. Not for a social service. For a burial plot.
In a capital where real estate is culled down to the millimeter, where the metro hums under limestone and Haussmann bones, the ultimate scarcity — is space. Cemeteries like Père Lachaise, Montparnasse, Montmartre are full. The names are carved, the legends are settled. But the demand is still there, because to rest in Paris is itself a poetic final paragraph. The city understands the symbolism.
The point is not morbidity. It is urban logistics.
Paris has been quietly hacking its afterlife problem for years: limited-time concessions, recycling plots after a generation, rotating remains when families cannot keep paying. This is how a dense, ancient capital avoids turning into a necropolis. But at the same time, the city recognizes the ritual value of place. Belonging has a literal geography.
So they are running a raffle — priority for locals — to give ordinary residents a statistically fair shot at the rarest square meters in Paris.
It is a civic act, but also a cultural wink: death in Paris, democratized.
Other megacities are watching. Because this is the future problem for all high-density capitals — when there is no more land to build up, or build out, how do you plan for the hundreds of thousands who will still eventually need a place to stop moving?
The Paris answer: you make it a policy instrument wrapped in romance.
And the real story is not about death at all — it is about one of the oldest political questions in cities: who gets to belong inside the wall, and who must be stored outside of it.
Paris just extended the question to eternity.
