When Wyoming Turns Toward Tomorrow: Energy, Data Centers, and the Quiet Weight of Artificial Intelligence

Black Hills Corp. announced on October 6 that it had signed agreements to supply electricity to a proposed Google data center in Cheyenne, Wyoming. The company plans to invest approximately $1.8 billion between 2027 and 2029 to develop additional generation capacity for the project, reflecting the growing amount of electricity required by large technology facilities.

The investment is expected to include 564 megawatts of new generation capacity at Black Hills' existing Cheyenne Prairie Generating Station. The utility also plans to provide as much as 590 megawatts of grid-connected service, with the broader resource arrangement expected to reach approximately 2.7 gigawatts when reserve capacity is included.

The first electricity deliveries are expected to begin in late 2027, while the proposed data center is projected to reach its peak load around 2030. Between those dates lies a period of construction and expansion that illustrates how quickly the physical requirements of artificial intelligence are moving from the background of the technology industry into the landscapes where people live and work.

The project also includes a private microgrid arrangement designed to manage approximately 2.1 gigawatts of third-party resources in Wyoming. For Black Hills, the agreement represents a major commercial opportunity, with the company expecting the project to contribute about $150 million to net income by 2030.

Yet the numbers tell only part of the story. A data center may appear from a distance as another industrial building, but inside it are systems designed to operate continuously, processing vast amounts of information. The demand created by artificial intelligence therefore extends well beyond computers themselves, reaching into electricity generation, transmission networks, cooling systems, land, and long-term infrastructure planning.

Google is expected to cover the costs associated with serving the proposed data center, according to the agreement described by Black Hills. The structure includes protections concerning costs, stranded assets, early termination, and credit commitments, helping define how the financial risks of such a large energy requirement will be distributed.

The Wyoming project arrives during a broader period of intense competition among technology companies to secure reliable electricity. Across the United States, data centers are becoming some of the largest new sources of power demand, creating new relationships between utilities and technology companies and encouraging investment in generation capacity.

For Wyoming, the development adds another layer to an economy already closely connected to energy. The state’s wide spaces and established power infrastructure offer a setting for a new kind of industrial activity, one in which information rather than physical goods is the central product, yet electricity remains the essential force behind it.

The proposed project is still several years away from reaching its expected peak demand. For now, plans and agreements are being translated into construction schedules, investment decisions, and infrastructure designs. But the direction is already visible: the digital future increasingly has a physical footprint, and in Cheyenne, that footprint is beginning to take shape alongside the Wyoming horizon.
