When the Grid Goes Dark, Autonomy Pauses

Cities reveal their dependence on technology most clearly when it falters. Traffic lights darken, screens go blank, and systems designed to run silently in the background suddenly demand attention. In San Francisco, a power outage briefly turned that dependence into confusion, testing not only infrastructure but the promises of autonomous mobility.

Waymo has resumed its robotaxi service in San Francisco after a temporary suspension triggered by a widespread blackout caused by a substation fire, the company said. The outage disrupted traffic signals and communications systems, leading Waymo to halt operations as a safety precaution while conditions were assessed.

During the blackout, several autonomous vehicles were seen stopping or clustering at intersections where signals were offline, contributing to congestion and public concern. Waymo said its decision to pause service reflected built-in safeguards designed to prioritize safety when external conditions fall outside normal operating parameters.

Service resumed once power was restored and traffic systems stabilized, according to the company. Waymo emphasized that its vehicles rely on a combination of sensors, mapping, and real-time inputs, and that coordination with city infrastructure remains a critical factor in dense urban environments.

The incident drew renewed attention to how autonomous vehicles respond to unexpected disruptions. While designed to operate independently, they remain connected to broader systems such as traffic controls and communications networks. Moments like the blackout expose the boundary between autonomy and dependence.

Tesla chief executive Elon Musk weighed in following the incident, saying Tesla’s driver-assist and autonomous systems were not affected by the outage. He did not provide technical detail, but framed Tesla’s approach as less reliant on external infrastructure. Tesla’s system, however, continues to operate under different regulatory and functional definitions than fully driverless services like Waymo’s.

The contrasting responses highlighted differing philosophies within the autonomous vehicle industry. Some companies emphasize cautious disengagement during anomalies, while others stress continuity and adaptability. Regulators and city officials continue to monitor how such systems behave under stress.

As Waymo vehicles returned to San Francisco streets, the episode faded quickly from daily routines. Yet it left behind a quiet reminder that even advanced mobility depends on stable foundations, and that the future of transportation will be shaped as much by resilience as by innovation.
