When the Desert Learns a Language It Never Wanted to Speak

There is a particular cruelty to water in a desert. In places accustomed to scarcity, where the rivers are usually thin and the ground is dry and patient, a flood does not feel like an act of nature so much as a violation of an unwritten agreement. Northern New Mexico has spent the past weeks living inside that violation.

As of Monday, evacuations remained in place for areas within half a mile of the Animas, La Plata, and San Juan rivers in San Juan County, where waters continued to rise and stay at elevated levels . Roads across the county have been closed—Road 5500 over the San Juan River, US 64 from 511 to Dulce, NM 511, and stretches of Highway 539 near Navajo Lake State Park, where flood damage has been severe . Sandbags are available at fire stations and substations, a small comfort against a very large problem.

The power outages arrived as a second blow. More than 8,000 PNM customers in Albuquerque's east mountains lost power early Monday when a main line failed, with restoration estimated for midday . In Otero County, strong winds caused more than 2,000 additional outages . On the Navajo Nation, the Department of Emergency Management listed seventeen sites that lost water and six that lost power in the Shiprock and Red Mesa areas alone . For communities already stretched by weeks of flooding, the loss of electricity and clean water compounds a burden that was never light.

The numbers behind the weekend's flooding are staggering in their quiet way. Before this latest round, at least 10,000 homes in San Juan County and elsewhere had already suffered flood damage . The San Juan River at Farmington rose to just over fourteen feet before the gauge became inoperable—eclipsing the previous record of 12.3 feet . A National Weather Service observation site recorded 3.35 inches over five days, the highest such total since record-keeping began in 1963 . Officials in Bloomfield acknowledged what the data implied: "We have never seen or expected anything like this. Navajo Dam was built in the '60s and most of us were planning on this never happening at this extent" .

Governor Michelle Lujan Grisham has authorized up to $55 million in state emergency funds for counties and pueblos in northern New Mexico . Sewer systems in San Juan County remain online, though lift stations in Kirtland and Aztec were taken offline, and Aztec officials are asking residents to conserve water due to strain on the system . The Secretary of State's office confirmed that polling places in affected areas remain open for Tuesday's election, with voters permitted to cast ballots at any location within their county .

For the families who have lost homes, the practical details—shelters, sandbags, restoration timelines—matter deeply. But so does the larger question of what it means when a landscape built on the assumption of dryness must learn to live with water. The rivers will recede. The mud will dry. The agreement, once broken, will need to be rewritten.
