When the Boundaries Soften, What Can Be Built?

In the architecture of a federation, the most important conversations often happen not in the capital but between provinces—where the practical work of moving resources, building infrastructure, and negotiating shared futures actually takes place. When two premiers share a stage, they are not merely speaking to an audience; they are speaking to the possibility of a country that works together.

Alberta Premier Danielle Smith and Ontario Premier Doug Ford appeared together in Calgary on Monday at Enserva's Speaker Series, discussing how to get Canadian natural resources to market amid fluctuating global politics. The event, held at the TELUS Convention Centre, focused on strengthening energy security and economic competitiveness .

Smith has placed energy at the centre of her government's agenda, particularly the need to get more oil to the British Columbia coast and from there to markets in Asia. Her message was direct: "Canada has the energy, resources and expertise the world needs, and Alberta is ready to deliver. By building the infrastructure we need to reach new markets, we can attract investment, create jobs and unlock even more opportunity across the country" .

Ford, for his part, emphasized the importance of interprovincial cooperation. "Alberta and industry leaders are at the heart of Ontario's plan to secure our energy sovereignty through projects like the Northern Shield Energy Corridor, which has the potential to move up to 800,000 barrels of Alberta oil a day so we can power Ontario's economy and export to Canadian allies and new markets around the world" .

The context of their meeting is not merely domestic. Canada is navigating an ongoing tariff war with the United States, and Smith has rejected using oil as leverage in that battle—a position Ford has publicly disagreed with. Yet both premiers agree that more oil needs to flow within Canada, and the Northern Shield Energy Corridor, announced in July, represents a concrete step toward that goal .

Gurpreet Lail, CEO of Enserva, framed the conversation in broader terms: "Canada is at an important crossroads, and the decisions we make today will shape our economic strength and energy security for decades to come. Bringing Premier Smith and Premier Ford together creates an important opportunity to look beyond provincial boundaries" .

There is a quiet pragmatism in this collaboration—a recognition that the challenges facing Canada's energy sector cannot be solved by one province alone. The conversation in Calgary was not about ideology but about infrastructure: pipelines, corridors, permitting, and the partnerships required to build them. It is the unglamorous work of making a country function.

What remains to be seen is whether words on a stage translate into steel in the ground. The premiers have offered a vision of Canada as a reliable global energy supplier, powered by cooperation between its largest provinces. The path from vision to reality is measured in years, in regulatory approvals, in investment decisions—and in the willingness of provinces to continue talking after the microphones are turned off.
