The government plans to redirect part of the profits generated by Danantara from state-owned enterprise dividends back into the state budget. Finance Minister Purbaya Yudhi Sadewa said the measure is intended to build fiscal reserves and help manage government debt.

The change follows the creation of Danantara, Indonesia’s sovereign investment agency, which took over the management of dividends from state-owned enterprises. Before that arrangement, dividends paid by SOEs were recorded as non-tax state revenue and flowed directly into government finances.

Under the newer structure, the dividends have been managed through Danantara, allowing the fund to use the earnings for expansion and reinvestment. The government is now considering a partial return of those earnings to the state budget, creating another link between state assets and fiscal management.

The timing is closely connected to the government's growing debt position. Finance Ministry data showed government debt reached Rp10,293.69 trillion as of June 30, 2026, equivalent to 41.26% of gross domestic product. Government securities accounted for the largest portion, while loans made up the remainder.

The government has said the fiscal position remains within the country's legal limits. At the same time, policymakers are seeking to improve revenue efficiency and maintain a more sustainable budget as financing requirements increase.

For Danantara, the proposed arrangement introduces another consideration into its role as a state investment institution. The agency was established with the objective of managing state assets and supporting the expansion of state-owned enterprises, making the balance between reinvestment and government revenue an important part of its financial role.

Dividends can serve different purposes depending on how they are used. Reinvestment can help companies expand and strengthen their businesses, while transfers to the state budget can support government spending or reduce borrowing requirements. The current discussion therefore concerns how the same stream of earnings can serve different fiscal objectives.

The government plans to introduce the policy gradually, with technical discussions involving Danantara still underway. The exact amount to be transferred and the precise budget mechanism had not yet been finalized when the policy was announced.

The decision comes as Indonesia continues to balance economic ambitions with fiscal management. Infrastructure, social programs, investment, and other government priorities require financing, while higher debt creates a parallel need to keep the budget sustainable.

For now, the proposed redirection of Danantara dividends represents another adjustment in Indonesia’s evolving financial architecture. How much money ultimately returns to the state budget, and how it is used, will become clearer as the government and Danantara complete their discussions during the year.
