When Peace Papers Crumple: Accusations Rise as Guns Keep Talking

Peace agreements often arrive wrapped in language meant to soothe. They speak of ceasefires, cooperation, and new beginnings, suggesting that violence can be folded neatly back into diplomacy. Yet in eastern Democratic Republic of Congo, the soundscape has not softened. Gunfire still interrupts daily life, and displacement continues to redraw communities. Against this backdrop, a familiar cycle of accusation and denial has returned to the surface.

The United States has accused Rwanda of fueling the conflict in eastern DR Congo, even as fighting intensifies despite a peace deal brokered during the Trump administration. U.S. officials say armed groups operating in the region continue to receive external backing, undermining efforts to stabilize an area long scarred by rebellion and regional rivalry.

Rwanda has repeatedly denied supporting insurgent forces, insisting that its security concerns stem from armed groups hostile to Kigali operating across the border. Congolese authorities, however, argue that the scale and coordination of recent offensives suggest outside involvement. The renewed accusations highlight how quickly diplomatic assurances can erode when conditions on the ground fail to improve.

The Trump-brokered agreement was intended to reduce cross-border tensions and limit the flow of support to armed movements. At the time, it was framed as a step toward regional cooperation, emphasizing dialogue over confrontation. Years later, its promises appear distant. Fighting has displaced civilians, strained humanitarian operations, and revived fears of a wider regional spillover.

Eastern Congo’s conflict has never been solely domestic. It sits at the intersection of mineral wealth, ethnic divisions, and unresolved regional grievances. Armed groups move through dense forests and porous borders, complicating accountability and making verification difficult. In such an environment, accusations often carry as much political weight as military evidence.

The United States’ renewed criticism reflects growing frustration with stalled progress. Officials have called for restraint and for all regional actors to respect Congolese sovereignty. At the same time, they have emphasized the need for diplomatic pressure alongside humanitarian support, acknowledging that military solutions alone have repeatedly failed.

For civilians in eastern Congo, the debate over responsibility offers little immediate relief. Villages emptied by fear, aid convoys delayed by insecurity, and families separated by flight all point to a conflict that remains deeply entrenched. Each resurgence of fighting reinforces the sense that peace, while frequently promised, remains fragile and conditional.

As international attention turns once again to the region, the question lingers: can agreements forged far from the front lines survive the realities they aim to change? For now, eastern Congo stands as a reminder that peace is not secured by signatures alone, but by sustained commitment long after the cameras have moved on.
