When News of Your Own Truce Comes from Someone Else

There is something disorienting about hearing news of your own ceasefire from a third party. A truce, by its nature, requires at least two parties who know they are agreeing to it. When President Donald Trump announced on social media that Russia and Ukraine had reached an “energy ceasefire,” effective immediately, the reaction from Kyiv was not gratitude but confusion. President Volodymyr Zelenskyy told Axios the announcement was “news to me” .

Trump’s post on Truth Social was characteristically brief: “Effective immediately, there is an ENERGY CEASEFIRE in the War between Russia and Ukraine. Both parties have agreed. Do not break it!” . He offered no details on how the ceasefire would work, how it would be monitored, or when it had been negotiated. The Kremlin remained silent .

Zelenskyy’s response, once he gathered himself, was conditional. He said Ukraine would support an energy ceasefire if Russia did the same. “If Trump has negotiated this with Putin—please tell us when the ceasefire starts—we are ready and we will accept it,” he said . He later wrote on social media that Ukrainian officials “look forward to clear details of America’s dialogue with Russia” .

The context of the announcement is as much economic as it is diplomatic. Trump had spent days pressuring Ukraine to stop striking Russian oil infrastructure, arguing that the attacks disrupted global diesel supplies and contributed to rising fuel prices in the United States ahead of next month’s midterm elections . His administration had also temporarily lifted sanctions on Russian fuel imports to allow diesel to flow to global markets—a deal Zelenskyy called a “gift” to Putin .

Trump’s frustration with Zelenskyy had escalated. He had suggested it was “time for Ukraine to get a new president” and accused the Ukrainian leader of wanting to “make problems for the world” by continuing strikes on Russian refineries . Zelenskyy pushed back, saying that with “all respect to President Trump, it’s up to our society, up to our people to choose one or another leader” . He offered a condition of his own: Ukraine would hold elections if Russia agreed to a sixty-day total ceasefire .

European leaders rallied around Zelenskyy. German Foreign Minister Johann Wadephul said, “We don’t need less pressure, we need more pressure on Putin to make him be ready to negotiate” . UK Prime Minister Andy Burnham expressed support for the energy ceasefire concept, while French, Canadian, and EU officials offered measured backing .

The challenge with announcing a ceasefire unilaterally is that ceasefires require two parties who know they are ceasing fire. Hours after Trump’s post, Zelenskyy said Russia had struck a power plant in Kyiv and energy facilities in the Kharkiv region—attacks that occurred, he noted pointedly, after the American president said the ceasefire was in effect . Whatever the truce’s future, its beginning was marked not by quiet but by the sound of drones.
