When Encouragement Arrives Without Resources, a Coalition Speaks

There is a particular frustration that settles over a coalition when its members believe they are being heard but not listened to—when words of encouragement arrive without the resources that would make those words meaningful. This week, that frustration spilled into the open between Latino Democratic leaders and the man charged with steering the party's gubernatorial strategy.

The dispute centers on Kentucky Governor Andy Beshear, who chairs the Democratic Governors Association, and the Texas governor's race, where Democratic nominee Gina Hinojosa is challenging Republican incumbent Greg Abbott . Latino operatives and lawmakers had asked the DGA to invest $10 million in Hinojosa's campaign, pointing to polling that showed her within striking distance of Abbott. They later downgraded the request to $3 million . Only this week did the DGA announce plans to put $1 million into the race, with the possibility—but no promise—of adding more .

The confrontation came to a head during a Wednesday call between Latino members of Texas' congressional delegation and DGA officials, a meeting Beshear did not attend . Texas Representative Sylvia Garcia directed her criticism at the governor. "It just felt that he's not taking Latinos seriously, and they're not taking Latinos seriously as a voting bloc in the Democratic Party," she said. "And if that's the case, then he is going to have a Latino problem in 2028" .

Representative Veronica Escobar framed the stakes in broader terms during the call, arguing that a Hinojosa victory would signal that Texas—with its 40 electoral votes—could be competitive in a presidential election for the first time in decades . Jess Morales Rocketto, president of the Latino group Maremoto, was more direct. "Your complete mishandling of this and your total disrespect to us has been absolutely astonishing," she said .

Beshear's aides reject the characterization, describing what they see as an unfair effort to humiliate the governor in public. A person familiar with internal DGA conversations told CNN that their polling shows Hinojosa down by 5 points, while another person familiar with the matter says the campaign's own polls have her within the margin of error . "It's a tough argument that money should go there when many other candidates are tied or ahead in states much cheaper than Texas," that person said .

Beshear, through aides, declined an interview request. In a statement to POLITICO, he said, "My goal as chair of the DGA this year is to win as many races as we can and that's exactly what we're doing by going on offense and expanding the map" . DGA communications director Sam Newton said the organization is "excited to be supporting Gina Hinojosa's campaign" and has "been in touch and have made clear we look forward to setting up a meeting to find a productive path forward" .

The dispute is not solely about Texas. It reflects a broader conversation within the Democratic Party about the influence of Latino voters, a constituency that has proven to be one of the most swing-prone in recent elections . Texas sits at the center of the party's losses with Latino voters, and how national Democrats respond to the Texas race may carry implications well beyond this November .

New Mexico Governor Michelle Lujan Grisham, the only current Latino governor in the country, offered a statement urging against infighting. "I've worked closely with Gov. Beshear, Democratic governors and the DGA to invest in Hispanic communities across the country," she said . Juan Proaño, president of the League of United Latin American Citizens, said Beshear is "doing the best he possibly can given the environment we're in" .

The DGA has not ruled out further investment in Hinojosa's race. For now, the conversation continues—uneasily.
