When Clocks Stop Turning, a Region Finds Its Own Rhythm

There is a quiet rhythm to life in the northwest—a rhythm shaped by distance, by the long light of summer, and by the practical ties that bind communities across provincial borders. For years, that rhythm has been interrupted twice annually by the turning of clocks, a small disruption that carried larger consequences for those whose daily lives straddle two time zones. Now, Ontario has decided to let one part of the province keep its own beat.

The province announced Tuesday that parts of northwestern Ontario will move to permanent daylight saving time as of November 1. The change applies to communities west of the 90th meridian, which sit in the central time zone, and allows them to align with Manitoba, which announced last month it would also move to permanent daylight time on the same date .

Greg Rickford, MPP for Kenora-Rainy River and Minister of Northern Development and Indigenous Affairs, said the decision followed consultations with municipalities, First Nations, and businesses. "On a practical side, an overwhelming majority of the people of northwestern Ontario sitting in the central standard time zone just thought it made more sense to go with Manitoba, because our transactions are more typically with them," Rickford told CBC News . He noted that health entities in particular had asked for the change to involve the fewest possible time zones, given the impact on electronic medical records and appointment planning between Manitoba and Thunder Bay .

Kenora Mayor Andrew Poirier said the decision reflects the region's longstanding ties to its eastern neighbor. "(Manitoba) really is where, not only just economically and that, but socially, that's where our connection is," he said. A city survey drew nearly 5,300 responses, with just over 93 per cent in favor of the change . Fort Frances Mayor Andrew Hallikas reported similar results, with 92 per cent of surveyed residents supporting alignment with Manitoba .

The change will not affect communities in the eastern time zone, such as Thunder Bay . Rickford said the province intends to make a regulatory change in the Time Act on November 1 to formalize the shift . Ontario Attorney General Doug Downey described the approach as "practical" and "common-sense," saying it would avoid unnecessary disruptions and ensure economic stability in communities residing in Ontario's central time zone .

Sol Mamakwa, MPP for Kiiwetinoong, whose riding includes many of Ontario's remote First Nations, said he was pleased with the outcome. "After having brought the voices of our communities across the northwest to the table, we are happy the advocacy to observe daylight savings will be implemented permanently," he said in a statement .

For residents of Kenora, Fort Frances, and the communities in between, November 1 will mark a small but meaningful shift. The clocks will not change. The twice-yearly disruption will end. And the region will, in its own quiet way, move forward alongside the neighbors it has long looked to.
