For developers, confidence is not built on ambition alone, but on predictability. The revised framework, they argue, sharpens expectations and reduces ambiguity around what is likely to be supported in principle.

Central to this response is the clearer signaling around development priorities. By strengthening language that supports delivery, including a more permissive stance on certain forms of intensification, the framework offers a firmer foundation for decision-making. Developers and advisers note that when policy intent is explicit, projects can move forward with fewer delays caused by interpretive disputes.
