European Commission President Ursula von der Leyen said the European Union is working to adopt a 21st package of sanctions against Russia in the coming days, according to a post shared on X.

In the message, von der Leyen referred to what she described as Russia’s continued air attacks on civilians—citing “over 400 drones and missiles” hitting the capital—and said Ukraine “urgently needs more air defence.”

She added that discussions on air defence would take place during the NATO summit in Ankara, and said the EU had provided the first €4 billion under a wider €90 billion loan aimed at strengthening Ukraine’s defence with advanced drone technology.

Von der Leyen also said more support was “coming very soon,” and that the EU was working hard to finalize the 21st sanctions package.

Concluding, she said the EU would keep applying pressure until Russia ends what she described as the “bloodshed.”
