The Trump administration reportedly proposed three economic incentives to persuade Russia to accept a limited ceasefire covering Ukraine’s energy infrastructure or maritime operations. The proposals included unfreezing billions of dollars in Russian state assets frozen in the West, facilitating a multibillion-dollar sale involving Lukoil, and easing restrictions on Belarusian potash exports. Kyiv sought safeguards, including equivalent funds for Ukraine if Russian assets were released, or additional military aid if Moscow violated a truce. Russia had not confirmed accepting the proposals, and no agreement had been officially announced.
