The fifth Rapid Damage and Needs Assessment—known as RDNA5—was prepared by the Government of Ukraine together with the World Bank Group, the European Commission, and the United Nations. It offers an updated measure of the war’s toll after nearly four years of full-scale conflict. The document is dense with numbers, yet each number gestures toward a street, a school, a power station, a home.

According to the assessment, Ukraine will require an estimated $588 billion over the next decade to rebuild and recover. Direct physical damage from the war is calculated at approximately $195 billion as of December 31, 2025. Housing remains one of the hardest-hit sectors, with around 14 percent of the country’s residential stock damaged or destroyed. Energy infrastructure, transport networks, and industrial facilities have also sustained extensive losses.

The figures describe more than absence. They reveal the cumulative strain on systems that sustain daily life: power grids disrupted in winter months, rail lines interrupted, hospitals operating under pressure. The eastern and southern regions, closest to the shifting frontlines, account for much of the destruction, though missile and drone strikes have extended damage far beyond the immediate battle zones.

Yet the assessment also records movement toward recovery. Since February 2022, roughly $20 billion has been directed toward urgent repairs and early recovery efforts, including restoring electricity supply, repairing housing, and reopening schools. For 2026, more than $15 billion in public financing has been earmarked for priority projects, including housing reconstruction, demining, and support for critical infrastructure.

Officials presenting the updated findings emphasized that rebuilding will not be a simple act of replacement. They described recovery as an opportunity to modernize infrastructure, align regulations with European standards, and strengthen institutional capacity. International partners have reiterated their support, though long-term financing and sustained political commitment remain central to the effort.

The updated assessment places Ukraine’s total reconstruction and recovery requirement at nearly $588 billion over ten years, reflecting expanded damage and rising costs as the conflict continues.
