UN Report Accuses Moscow of War Crimes by “Weaponizing the Cold”

A United Nations commission has accused Russian authorities of crimes against humanity for attacks on Ukraine’s energy infrastructure, which have left civilians facing power cuts and disrupted heating. The commission’s report describes the human impact of the systematic strikes, which damaged essential services during a period of cold weather. The findings frame attacks on energy systems as more than battlefield damage: they affect civilians’ access to warmth, electricity and daily necessities. Moscow has not accepted the commission’s conclusions. The report was issued on October 26, 2026.
