A UN commission of inquiry said Monday that Russian authorities committed war crimes and crimes against humanity by intentionally attacking civilian energy infrastructure in Ukraine. The panel said attacks on power facilities aimed to deprive civilians of essential energy supplies and cause suffering. It reported that strikes left millions without electricity and heating, with some victims experiencing hypothermia or frostbite. Investigators cited commanders’ knowledge that heating systems were vital during winter in Ukraine. The report will be submitted to the UN General Assembly.
