The measures come as Cuba faces prolonged blackouts, dwindling fuel reserves, inflation, and shortages of food and medicine. Washington says the sanctions target regime elites and illicit networks. Havana condemns them as collective punishment, warning that intensified economic pressure could worsen an already deepening humanitarian crisis and threaten basic services.
