Ukraine’s Defence Ministry has signed a letter of intent with Finnish firms ICEYE and Nokia to explore a sovereign satellite communications network. The agreement was signed during Finnish Prime Minister Petteri Orpo’s visit to Kyiv, as Ukraine seeks greater control over communications it relies on for defense. President Volodymyr Zelensky described expanded use of Finland’s satellite capabilities as important for national resilience. The companies have not announced a project timeline or technical details. Their proposal follows disruptions to Ukraine’s Starlink service, highlighting the risks of dependence on external providers.
