Two afternoons, two girls, and a promise of safety broken.

In the spaces between school and home, where children walk with friends and families run errands, there exists an implicit promise of safety—a promise that is not written into law but is felt in the ordinary rhythms of a neighborhood. In Etobicoke this October, that promise was broken twice in the span of two days, allegedly by the same man, in two separate encounters with underage girls. Toronto Police have charged Terrance James Noonan, 39, with sexual assault and sexual interference involving girls under sixteen .

The first incident occurred on October 15 at approximately 12:30 p.m., near Amos Waites Park in the Lake Shore Boulevard West and Royal York Road area. An underage girl was walking with a friend when a man approached and complimented her outfit. Police allege he then sexually assaulted her before fleeing on foot . Two days later, on October 17 at around 2 p.m., a similar pattern unfolded near The Queensway and Islington Avenue. Another underage girl was with her family at a business when the same man allegedly approached, complimented her outfit, and assaulted her as she tried to move away. Her mother confronted him, and he fled .

Noonan was arrested on October 21 and charged with two counts of sexual assault, two counts of sexual interference with a person under sixteen, and four counts of disobeying a lawful order of court . The charges have not been tested in court. Investigators have released his image because they believe there may be additional victims—a detail that carries its own quiet weight, suggesting that the two known incidents may not be the full measure of the harm alleged .

CityNews Toronto has reported that Noonan was previously charged earlier this year in connection with a separate sexual assault investigation involving a TTC bus in Etobicoke. Police have not stated whether the current allegations are connected to that earlier case . The existence of prior charges, while legally distinct from the current allegations, adds a layer of context to the public notification and the police appeal for information.

For the families involved, the aftermath of such an event is not measured in court dates or charge counts. It is measured in the conversations parents must have with children about strangers and compliments and the sudden, unwelcome knowledge that a familiar park or a local business can become the setting of something frightening. The girls themselves—unnamed, protected by law and by editorial restraint—carry an experience that will shape how they move through the world long after the legal process concludes.

Toronto Police have asked anyone with information to come forward, and they have directed those seeking support or guidance on sexual assault to community resources . The investigation remains active, and the court process will unfold in its own time.

The case sits at the intersection of two uncomfortable truths: that predators can move through ordinary places without detection, and that the systems meant to respond—police, courts, community—must work together to close the gaps between one incident and the next. For now, a man is in custody, two families are left to process what happened, and a neighborhood is asked to pay attention.
