Three Charged, Two Wanted: The Arithmetic of a Retail Crime Spree

There is a particular patience required of retail theft investigations—a willingness to watch a pattern emerge from scattered incidents, to see the same faces reappear across different stores and different days, and to wait for the moment when the pieces can be assembled into something a court can consider. In Toronto, that patience has produced three arrests and a ledger of losses that tells its own story.

Toronto police have charged three suspects in connection with a series of retail thefts across the city that spanned nine months and totalled more than $35,000 in stolen goods . The investigation began with thefts reported between January 14 and October 11, 2026, at locations of a retail store that police have not identified. The combined losses reached $35,606.80 .

The arrests came in stages. On October 11, investigators identified and located Jacob Doucette, 35, and Camille Dobson-Boire, 31, both of Toronto. Doucette faces 12 counts of theft under $5,000, five counts of disguise with intent, and seven counts of failing to comply with probation. Dobson-Boire faces nine counts of theft under $5,000, four counts of disguise with intent, and 10 counts of disobeying an order of court . On October 17, a third suspect, Evan Douglas-Fish, 28, was arrested and charged with 12 counts of theft under $5,000, four counts of disguise with intent, and additional charges including failure to attend court and obstructing a peace officer .

Two suspects remain outstanding. Richard Hoskin, 45, is wanted on seven counts of theft under $5,000, seven counts of disguise with intent, and 15 counts of failing to comply with a release order. He is described as 5-foot-10, 200 pounds, with short brown hair and blue eyes. Charles Clarke, 42, is wanted on 25 counts of theft under $5,000 and five counts of failing to comply with probation. He is described as 5-foot-11, 160 pounds, with long black hair and brown eyes .

What the charge counts do not capture is the texture of the operation alleged. The suspects were not accused of a single dramatic heist but of a sustained, cooperative effort—working together across the city, repeatedly, over months. The charges of disguise with intent suggest planning; the charges of failing to comply with probation and release orders suggest a cycle that the criminal justice system had already attempted to interrupt. Whether that cycle will be broken by these proceedings is a question the courts will answer, but the pattern itself is familiar to anyone who follows retail crime in Canadian cities.

Police have asked anyone with information about the outstanding suspects to contact them at 416-808-1100 or Crime Stoppers anonymously . The investigation remains ongoing, and the allegations against all five individuals have not been proven in court.

For the retailers who absorbed the losses, the arrests represent a measure of accountability. For the two men still at large, the question is not whether police are looking for them—they are—but whether they will be found before the pattern continues.
