Since late December 2025, the Canadian government has enacted a new citizenship law that has enabled 4,075 individuals to receive citizenship certificates as of March 31, 2026. Notably, approximately 50% of these new citizens hail from the United States, having traced their lineage back to Canadian ancestors.
The new provisions stem from Bill C-3, which removed previous limitations on citizenship by descent that restricted eligibility to only the first generation born outside Canada to a Canadian citizen. This change allows individuals with Canadian ancestry, even if several generations removed, to apply for citizenship.
Among those who have successfully obtained citizenship, 1,955 were born in the U.S., indicating a surge of interest from Americans seeking to secure dual citizenship. Other notable countries of origin include Mexico, from which 900 individuals gained citizenship, and the United Kingdom, contributing 140 new citizens.
According to immigration experts, this increase in applications reflects a combination of factors, including political unrest in the U.S. and a desire for stability in an uncertain climate. Many applicants express concern over social and political issues, including the treatment of minority groups and fears of draft reimpositions under potential future U.S. administrations.
The Parliamentary Budget Officer estimates that this legislative change could ultimately affect around 115,000 individuals, opening a pathway for many Americans to claim their Canadian heritage. Immigration Minister Lena Metlege Diab stated that while an increase in applications is expected, the government does not foresee an overwhelming surge.
However, this wave of applications has raised concerns in Canada. Some citizens are wary of "Canadians of convenience"—individuals who, despite having limited ties to Canada, seek citizenship primarily for its benefits. This sentiment echoes fears that the influx of applicants could divert attention from those seeking refuge or asylum. As applications continue to rise, the implications of this new law will play a crucial role in shaping Canada’s demographic and cultural landscape.
