For a year, Britain and France attempted something unusual along one of Europe's most closely watched borders: an arrangement designed to exchange certain migrants rather than simply leave the issue at the shoreline of the English Channel. Now that experiment has come to an end, leaving both governments to consider what comes next.

The "one in, one out" pilot agreement ended around October 1 after France declined to extend it. Under the arrangement, Britain could return certain undocumented migrants who arrived by small boat to France, while accepting an equivalent number of asylum seekers from France who had family connections in the United Kingdom.

The agreement was launched in 2025 as part of wider efforts to reduce dangerous Channel crossings. It was initially presented as a practical way of combining enforcement with legal routes, while also strengthening cooperation between London and Paris. The arrangement was later extended to October 1, 2026, but both sides acknowledged that its implementation faced significant difficulties.

By late September, 951 people had been returned to France under the scheme, while 935 people had been legally admitted to Britain. Those numbers were small compared with the overall scale of Channel migration, and British officials acknowledged that expanding removals into the French system had proved operationally difficult.

France had signaled for months that it did not intend to renew the pilot beyond October. French Interior Minister Laurent Nuñez said Britain remained attractive to undocumented migrants because of employment opportunities and argued that France wanted a broader European approach to managing irregular migration rather than carrying the responsibility largely on its own.

The British government had wanted the arrangement to continue, according to Reuters reporting, but officials also acknowledged that the pilot had not reached the scale London had hoped for. The UK Home Office has since moved toward other measures, including a new task force intended to accelerate the removal of people without a legal right to remain.

The end of the agreement does not mean cooperation between Britain and France has stopped. Earlier this year, the two governments agreed to strengthen patrols, intelligence operations, and other efforts along the French coast to prevent small boats from departing for Britain. That broader cooperation continues even as the migrant exchange mechanism disappears.

The experiment therefore leaves behind a mixed record: hundreds of returns and legal admissions took place, but the numbers remained modest compared with total Channel movements. For Britain and France, the next phase will involve finding arrangements that can address irregular crossings while navigating legal obligations, humanitarian concerns, and the practical limits of cross-border enforcement.
