The U.S. is in advanced talks to create a $5 billion fund intended to invest in critical mineral mining, particularly rare earths, copper, cobalt, and other elements essential for tech and defense. The deal would pair the U.S. International Development Finance Corporation (DFC) with Orion Resource Partners, each likely putting in large shares, while bringing in other investors to round out the capital.

Why now? The urgency has never been sharper. China dominates much of the rare earth processing global supply chain, and the U.S. is running risks from over-dependence—bottlenecks, export restrictions, and geopolitical instability. With demand skyrocketing for electric vehicles, semiconductors, renewable energy, and defense systems, the stakes are big.

Challenges loom. Mining projects take years to permit; environmental, regulatory, and social approval is often slow. Volatility in commodity prices and uncertainty in supply chain infrastructure adds financial risk. Also, sourcing rare earths ethically and sustainably (labor, ecology) is a concern.

If successful, this fund could mark a turning point. Not just an influx of capital, but a signal that the U.S. is serious about reshaping its mineral supply chains—lessening Chinese control, boosting domestic or allied production, and aligning private investment with national strategic needs.
