Spain's Second Disaster This Year, and a Conversation Reopened

There is a particular horror in a collision between two trains, a machine designed for speed meeting another machine designed for speed, with passengers inside who had no reason to expect anything but arrival. On Wednesday, near the town of Urda in central Spain, one high-speed train struck another from behind. By Thursday, the death toll had reached 69, and rescue workers with sniffer dogs were still searching the wreckage for anyone who might have survived.

The crash is Spain's second high-speed rail disaster this year, and it has raised fresh concerns about the safety of the country's rail network ahead of a national election. Cranes worked through the night to lift carriages that had been tossed down a gravel slope by the impact. At least three carriages were involved. One more body was found overnight, taking the toll to 69, according to Emiliano García-Page, the regional leader of Castilla-La Mancha . "Yesterday we experienced a catastrophe that without a doubt has left all of Spain in shock," he said .

Fifty-seven people remained hospitalized as of Thursday, and García-Page acknowledged that the work of identification was not complete. "Besides bodies, there are body parts that need to be identified," he said . The government declared three days of mourning. A judge in Toledo barred anyone not involved in emergency, security, healthcare, or judicial work from entering the crash site, establishing a two-kilometer exclusion zone along the Madrid-Seville high-speed line .

The circumstances of the crash are still being investigated, but early accounts suggest a signal failure played a role. Spain's transport minister, Oscar Puente, said several trains stopped automatically due to the failure. A state-run Renfe train was then authorized to proceed at normal speed, even though a stationary Iryo-operated train was ahead . The train drivers' union, Semaf, said it did not want to speculate on the cause, but it proceeded with a previously planned strike to press for more investment in railway safety .

Global Affairs Canada has confirmed that six Canadians were injured in the crash, and a seventh was unaccounted for. "Our thoughts are with their families and loved ones as well as all of those affected," the department said in a statement, adding that Canadian officials were providing consular assistance and in contact with local authorities . Spain's foreign ministry said 42 foreign citizens from seven countries were involved, of whom one was killed and at least seven injured .

The rescue operation has been extensive. Spain's interior ministry said more than 800 military and police personnel were deployed, along with more than 200 vehicles, three helicopters, drones, and search dogs . Esther Padilla, a spokeswoman for the regional government, told TVE that teams were working carefully because "we still cannot say with certainty that there are no more victims trapped in the twisted wreckage" .

For a country still recovering from a deadly derailment in Santiago de Compostela in 2013, the crash has reopened a conversation about rail safety that many had hoped was settled. The trains are modern, the tracks are maintained, and yet two high-speed trains met on a Wednesday in a rural stretch of Toledo province, and 69 people did not survive. The investigation will determine what failed. The mourning has already begun.
