She Waits for Him in the Woods, and He Keeps Coming Back

There are bonds that form in the quiet spaces between intention and circumstance, bonds that neither party planned and neither party fully understands. In a Montreal park this week, a man sat with a small raccoon curled in his lap, and the question of who rescued whom seemed less important than the simple fact that they had rescued each other.

Louka Berman found Pepper in May, a seven-month-old raccoon injured at a construction site. The animal and its mother had been shot with a crossbow, Berman said. "Someone shot her with a crossbow, and they shot her too. So they thought that they were both dead" . He quit his job, brought the baby home, and nursed her back to health. His plan was always to return her to the wild. But Pepper had other ideas.

Every time Berman left her in the woods, she waited for him to return. "She's attached to me," he said with a laugh. "And I'm attached to her too" . Videos of the pair—Pepper riding on Berman's shoulders as he biked through Montreal—went viral, earning him the nickname "raccoon guy" .

Then the law arrived. Quebec's Environment Ministry served Berman with a search warrant last week, alleging he was keeping a live raccoon in his Plateau apartment without a permit. Officers did not find Pepper that day. Berman insists he is not keeping her at his residence, and has instead been hiding her in parks . He now faces an obstruction charge and a ticket, and plans to fight them in court.

What worries him most is what happens if authorities seize Pepper. Given a temporary regional ban on transporting some wild animals, including raccoons, to limit rabies outbreaks in Quebec, Berman fears she would be euthanized . "I really don't care how much trouble I'm going to get in—they'll grab my baby over my dead body," he said .

The Montreal SPCA has weighed in with caution and compassion. Sophie Gaillard, the organization's director of animal advocacy, said wild animals are not suited to captivity, but also said authorities should develop humane alternatives to euthanasia, such as accredited sanctuaries. She noted that Pepper's difficulty returning to the wild suggests she has become habituated to people. "It sounds like a situation where this animal would need to be rehomed in a wildlife sanctuary," Gaillard said .

An online fundraiser has been launched in Pepper's name to help fund a sanctuary placement . For now, Berman visits the park every day, sometimes staying for the entire day. The officers may come at any time. The question of what is best for one small raccoon—and for the man who saved her—remains unresolved, resting somewhere between the letter of the law and the pull of a bond that neither of them chose.
